In this article (5/29/06), written by Lisa Brennan, the issue of takings for private development post-Kelo is discussed. Ted Zangari stated: "Mend it, Don't end it." He stated: "...only a little tinkering may be needed...Tighten the definition of 'blight,' particularly when residences or small businesses are at stake. Require towns to follow a more deliberative process. Encourage more public participation. Disqualify developers who engage in pay to play. Better compensate landowners for replacement and relocation costs. But don't eliminate this ultimate smart tool."
